National Accounts

Introduction

Economic activities in a country are characterized by numerous transactions between different sectors, namely the government, the financial and non-financial sector, the household sector, the non-profit institutions and the rest of the world. In order to understand this complex economic process, it is important to have an adequate system. National accounts provide this insight for they give an overview of the economic process in a certain year. This overview is based on an international system of definitions and classifications, the System of National Accounts.

In 1993 the revised version of the System of National Accounts namely the System of National Accounts 1993 (SNA93) was introduced and published as a joint production of the United Nations, the International Monetary Fund, the Commission of the European Communities, the Organization for Economic Co-operation and Development, and the World Bank.
The SNA93 is an improvement compared to the previous version (SNA68) in terms of updating, clarification, simplification and harmonization. It provides a comprehensive, consistent and flexible set of macro-economic accounts, which can be used for economic analysis and policy purposes. This System was recommended for use to all member states, also for comparability purposes.

The SNA93 provides a comprehensive accounting framework within which economic data can be compiled and presented in a format that is designed for purposes of economic analysis, decision taking and policy-making. Since the accounts are usually compiled for a couple of years, they can also be used for analyzing economic developments over time.

The compilation of national accounts in the Netherlands Antilles is momentarily in a transition phase. Given the comprehensiveness and complexity of the System, it was decided to gradually update all tables and publications according to the System of National Accounts 1993. Therefore some of the tables are still according to the SNA68 as will be explained below.

Data according to the SNA93

At this moment the Bureau has a set of data for the years 1996-1999 according to the new System. The data relate to Bonaire, Curaçao, the Windward Islands and the Netherlands Antilles. Some of the tables (see tables P1 till P12) are presented below .
The full set of tables and methodological differences between the old and new System are presented in the publication " National Accounts Netherlands Antilles 1996-1999" which is available at the Bureau.

Data according to SNA68

The Bureau has final enterprise data up to the year 2000 for Bonaire, Curaçao, the Windward Islands and the Netherlands Antilles, according to the previous SNA. The complete set of tables are presented in the publication "Statistiek bedrijven 2000" (in Dutch, order here). The value added and the gross fixed capital formation from this publication are included in tables below for the years 1998-2000.

The enterprise data are extrapolated for the years 2001 and 2002 by means of production indicators. This system combined with data from the government sector and the balance of payments results in a system of preliminary national accounts containing more recent data for Bonaire and Curaçao. This data is published in the publication "Recente Nationale Rekeningen 2002". Some of the tables from this publication will be presented below.
A system of preliminary national accounts is being set up for the Windward Islands. At this moment some very preliminary data are available only for total GDP in 2001 and 2002 for the Windward Islands and therefore for the total of the Netherlands Antilles. The details by industry are based on the Value Added share of the industries in the year 2000.

These data regarding 1998-2002 are according to the SNA68 (see tables P13 to P25). Because of differences in definitions, these data are not comparable to the data compiled on the basis of SNA93. A preliminary set of data according to the SNA93 will be set up in the course of next year.
